26/06/2006 On June, 20 a press-conference “Ways and methods of iodine deficiency problem in Russia” took place at the National Scientific Center of Endocrinology, organized by the Ministry of Health and Social Development of the RF in cooperation with Nycomed R

The representatives of the Department of medico-social problems of family, maternity and childhood of the Ministry of Health and Social Development and ROSZDRAV Department of medico-social help to children and mothers took part in the press-conference.
According to medical statistics, the average consumption of iodine by each inhabitant of Russia is 40-80 micrograms per day while the recommended intake is 200-250 micrograms. The prevalence of the enlarged thyroid gland disease with the population of Russia in some areas amounts to 30%.In these conditions it is very important to carry out preventive activities, including the use of iodized salt in food industry, other iodine enriched food products. The solution of this problem is connected with the approval of the bill submitted for consideration at the State Duma of the RF.
In the course of the press-conference, Nycomed company passed 100 000 packs of “Iodide” medicine to the Ministry of Health and Social Development for the total sum of more than 10 000 000 rubles with the purpose of their further distribution to Children’s Homes. This charity campaign was organized within the framework of a long-term large-scale program “Thyromobil” implemented by Nycomed in collaboration with the National Scientific Centre of Endocrinology headed by Pr.Dedov and with the Center of Iodine Deficiency States of the Ministry of Health and Social Development. 62 000 people were examined in the 5 year course of the operation of this program, and the work in this direction continues.


26/06/2006 VI meeting of the Subcommittee on collaboration in healthcare of the Russian-Chinese Committee on collaboration in education, culture, healthcare and sport.

The Russian delegation was headed by V.A. Prokhorov - chief of the Russian part of the Subcommittee , head of the Federal Agency on Health and Social Development ; the Chinese delegation was headed by Juan Uzefu -chief of the Chinese part of the Subcommittee, Deputy Minister of Health of the People’s Republic of China.

In anticipation of the meeting of the Subcommittee on June 27 2006 in Moscow, Head of the Federal Agency on Health and Social Development V.A. Prokhorov and Deputy Minister of Health of the People’s Republic of China J. Uzefu opened the II Russian-Chinese scientific workshop on traditional medicine problems. Leading specialists in the field of traditional Chinese medicine and health authorities from China, specialists of health facilities of the federal submission, members of Sub Commission on collaboration in healthcare and employees of the Embassy of China in Russia took part in the workshop.
The collaboration between Russia and China in the field of traditional medicine for the period of 2005-2006 was developing dynamically and effectively.

In November 2005 the delegation of the Federal Scientific clinical-experimental center of traditional methods of diagnostics and treatment of ROSZDRAV was invited by the Chinese part to take part in the celebration of the 50th anniversary of the Academy of traditional Chinese medicine of the People’s Republic of China. In the course of the visit of these 2 institutions which are the leaders in their countries on the issues of traditional medicine they signed Memorandum on cooperation. The document reflects the basic trends of cooperation, aimed at intensifying scientific contacts and counseling on the issues of experts and information exchange, conducting joined scientific research in the field of acupuncture and phyto-therapy with publication of their results in scientific journals of both countries.
During the period of June, 20-27 2 Chinese professors will give a series of lectures on the basics of traditional Chinese medicine for the doctors of Moscow.

In the course of the VI meeting of the Sub Commission the participants of the meeting discussed the following questions:
1. About the results of the implementation of the Protocol of the 5th session of the Subcommittee; on rehabilitation treatment of children affected during the terrorist attack in Beslan.
2. 2. on collaboration in the field of resort treatment.
3. On Collaboration in the field of sanitary-epidemiological well-being of the population including collaboration on fighting bird flu virus.
4. On collaboration in the field of hi medical technologies.
5. On collaboration in the field of traditional medicine.
6. On collaboration of supervision bodies over the circulation of drugs
6. On collaboration in the field of healthcare among frontier regions.
7. On conducting the VIII Session of the Subcommittee.

Both parts noted that in the period following the V session of the Subgroup the cooperation in the field of healthcare was steadily developing, the exchange of medical information continued; the number of mutual visits of specialists in healthcare increased, the links among health institutions intensified: the study of the issues of cooperation in prevention and treatment of infectious diseases in the field of medicine, catastrophes and resort treatment continued; the II Russian-Chinese scientific workshop on collaboration in the field of traditional medicine was successfully held; in November 2005 they signed Memorandum of collaboration among Federal Scientific Clinico-Experimental Centre of Traditional Methods of Diagnostics and Treatment of ROSZDRAV and the Academy of Traditional Chinese Medicine of the People’s Republic of China.

The signing of Memorandum of mutual understanding on the issue of sending a group of Russian children affected during the terrorist attack in Beslan to China for rehabilitation and treatment was the proof of trusting and friendly relations between our countries. According to Memorandum the Chinese part sent a group of specialists to Russia to conduct diagnostics and selection of children for treatment in the People’s Republic of China. According to mutual agreement 10 children got effective rehabilitation treatment in Sana of the province of Hinan for a month.
The participants of the session noted the continuous intensification of the exchange among health facilities and medical schools in frontier regions. Within the framework of the Year of Russia in China in Harbin the Russian –Chinese scientific-practical conference on collaboration in the field of ophthalmology took place which contributed to the development of direct contacts between the specialists of 2 countries.

During the course of work of the Subcommittee the Agreement on collaboration in the field of medicine of catastrophes between Federal State Institution “All- Russia Center of Medicine of Catastrophes “ZASHITA (Protection)” of ROSZDRAV” and The Department of International Cooperation Of the Ministry of Healthcare of the People’s Republic of China
In the course of the session the sides exchanged opinions on the implementation of the decisions of the V session of the Subcommittee and agreed to fully contribute to the further development of cooperation in the field of healthcare and medical science at all levels on the basis of mutual understanding. mutual trust and mutual benefit .

The Chinese part of the Subcommittee got interested in the discussion of the question on collaboration in the field of medical-resort treatment. The Director of the Department of Health Care a d Resort Development G. CH. Makhakova spoke in her report about the key moments of legal-normative regulation of the organization of resort care to the population of Russia. Upon completion of the report they demonstrated a film prepared by the specialists of the North-Caucasian Management of specialized sanatoriums with Chinese subtitles.


The sides decided to consider a matter of setting up a work group from the number of specialists of Russia and China in the field of recuperative and resort medicine aimed at working out programs of bilateral cooperation on the issues of medical technologies of comprehensive application of medical resort factors and methods of traditional Chinese medicine.

The specialists from Russia and China agreed to continue interaction within the framework of the inter-ministerial program on cooperation in the field of prevention and fight with infectious diseases, signed in 2003, and also determine as priority the cooperation of specialists from Russia and China in the field of prevention and treatment of bird flu.
It was decided to discuss the possibility of holding Russian-Chinese scientific-practical conference in Russia in 2007 within the framework of the Year of China on repeatedly appearing infectious diseases. In the course of the session it was mentioned that in anticipation of the Olympic Games in 2008 the provision of epidemiological safety of their preparation and conduction acquires immense importance.
In the course of conducting the workshop on telemedicine 06.06.2006 (in Pekin) within the framework of the Year of Russia in China and the session of the Russian-Chinese Subcommittee on information technology and communication, the Russian part offered to provide monitoring of environmental and epidemiological situation with the use of mobile clinico-laboratory modules during the period of preparation and conducting of the Olympic Games in 2008. In the course of the discussion of this question the parts agreed to maintain the possibility of bilateral cooperation in the field of satellite telemedicine.
The collaboration of specialists from Russia and China in the field of hi-tech medicine is very perspective. Active interaction is developing among the specialists of the Federal State Institution “SMSC (National Medico-Surgical Centre) named after Pirogov of ROSZDRAV”, IRTC (International Research and Technology Complex “Eye Microsurgery” named after S.N.Fyodorov of ROSZDRAV”, the hospital “DRUZBA” of Pekin. Russian and Chinese doctors and scientists intend to mutually agree upon the extension of directions, forms of immediate scientific-practical cooperation, the subject-matter of programs, focusing on achieving concrete results and implementing hi-tech medical technologies into the work practice of health facilities of both sides.
At the session of the Subcommittee they also discussed the issues of security provision and effectiveness of the use of drugs and medical equipment. The specialists decided to continue the information exchange on registration of drugs, on issue of licenses, methods of quality control (GMP and market monitoring) and side effects of the application of drugs and medical equipment.
The next session of the Subcommittee will take place in 2007 on the territory of the People’s Republic of China.

21/06/2006 Almost a quarter of all disease caused by environmental exposure

As much as 24% of global disease is caused by environmental exposures which can be averted. Well-targeted interventions can prevent much of this environmental risk, the World Health Organization (WHO) demonstrates in a report issued today. The report further estimates that more than 33% of disease in children under the age of 5 is caused by environmental exposures. Preventing environmental risk could save as many as four million lives a year in children alone, mostly in developing countries.

21/06/2006 From July, 1 the attempts to present Biologically Active Additives (BAAs) as drugs will be fined.

From July, 1 2006 advertising of BAAs as drugs will be fined. It was said by Irina Vasilenkova, Chief of the Department of Managing Control and Surveillance to abide by the Law on Advertising of the Federal Anti-Monopoly Agency of Russia in the course of the round table with the representatives of pharmaceutical and advertising market. She referred to the Federal law on Advertising, according to the web-site of the Izvestia newspaper.
The manufactures of BAAs will be forbidden to refer to the positive results of clinical and labs tests and use the pictures of doctors in the advertisement of their products. The most important thing according to Irina Vasilenkova is that the advertisement wouldn’t contain any instructions for self-treatment.

“People should understand that only doctors can provide treatment and for this purpose it is necessary to contact medical centers, and not substitute drugs with BAAs, trusting newspaper and TV advertising” – stressed the Head of the Federal Anti-Monopoly Agency.
According to Vasilenkova, “the amount of fines in case of violations of the law on advertising of BAAs, drugs, medical products and medical services will be from 40 000 to 500 000 rubles for incorporated people”.
