n/a The quantity of the regional institutions of Public Health Inspectorate of the Russian Federation should be increased

The topic on the control over medications has been discussed among other problems on the meeting of the Government of the Russian Federation on June 6, 2005. R. Khabriev emphasized that the organization of the effective control demands increase of the regional institutions of Public Health Inspectorate of Russia.


At the moment only 50 people work in regional institutions. The necessary quantity is at least 2 thousand. The Minister of Health and Social Development emphasized that the certificate of conformance was abolished that’s why the widening of the regular unit is especially important.


n/a Shocking Public Health Service

The report of the deputy minister of Health and Social Development Vladimir Starodubov, which took place during the forum “Health of the nation”, could shock anybody. He brought so many facts about the health of the nation, and actually about its absence, that one had better run away.


Let’s discuss some figures. For example only one and a half of newborn accounted for two and a half million deaths. Actually this is already no news. But hardly anybody knows that we’ve lost two million future citizens because of the aborts.
Another shrieking fact. We are constantly losing men population in Russia – about 80 % of all deths are mendeaths.


The deputy minister pointed on the scanty financing. However nobody has ever heard that any minister demanded and not asked the very support.


The Minister of Health and Social Development Mikhail Zurabov, giving characteristics to the present public health service, decided to avoid figures. It was cleared up a bit later. Zurabov explained the very problem of demografhy, comparing it to the other countries’ situation. He said, the population is decreasing in the whole world and it’s international tendency. However the Minister forgot one little but a very sufficient fact – the superdeath rate in our country.


And now the highlight of the discussin. The Ministry of Health and Social Development is going to continue the process of reformation and innovations. One question could be asked: will these reforms continue till the latest of the Russian?


That’s how in the nearest future we are in for 4 new bills, approved by the Ministry of Health and Social Development.
Professor Roshal smashed to pieces the innovations of the Ministry. But there was nobody to answer his questions: ”Has anyone thought over the possible economic and social consequences? Has anyone thought over the possible future of the people?” Minister Zurabov had left the meeting far long before these questions were asked.

n/a Don’t chase the pill

The list of medications that are to be at every drugstore has been approved

The minimal list includes both the names of medications that are to be given only with the presence of the prescription and the names of medication sold in free trade. It includes about 150 names of medications (at that they are to be present in several kinds of form, e.g. pills, drops, etc.) to let the doctor and the patient chose the most effective one for the case.


This list is also important for preventing the sale of expensive drugs by the drugstores though there are home medications, which are as much effective but not so expensive, explained the Ministry of Health and Social Development of the Russian Federation.


The control over the presence of the “minimal list medications” will be accomplished by the Health Inspectorate of the Russian Federation. One can turn there for help if some drugstores refuse to sell this or that medication included into the list. The drugstore, breaking the rules, can lose the licence.

n/a Zurabov admits that there are some legislative problems concerning the legality of some procedures in transplantation

The Russian transplantation praxis comes into collision with many problems because of the absense of legislative securing and basis, as the Minister of Health and Social Development of the Russian Federation Mikhail Zurabov claimed on Wednesday.

”Russia, as to compare with other countries, has no donor organs bank. In the present time the project of legislating and determining the procedure of supplying with donor organs is being discussed. Mainly the ligislative authorities should solve this problem”, declared the Minister.

Only the quarter of the general practitioners work according to their specialization

The reform concerning the approval of general practitioners was met differently.
Actually this is the return to well forgotten past.

A general practitioner should be able to diagnose and treat contagious, neurotic, eyesight, cutaneous, venereal, allergic, genetic and other diseases; know all about their prophylaxis and at that be a highly qualified specialist.

Kasan State Medical University started teaching all these already in 1993. In 2003 the University opened the department of General Praxis.

- When I was working a country doctor, very often I had to render medical aid with no reference to my specialization, - says the chief of the department Olga Sigitova.- We had to access violations. Now there’s no such a problem.

-The medical institutions of the Republic (Tatarstan) were not ready, - believes the professor. – The change to general praxis causes regular, economic and management changes.

The depute of State Duma of the Russian Federation and the famous Kazan doctor Mikhail Rokitsky thinks differently. He finds it impossible and inadmissible to let the general practitioners treat children.

- The experience of big hospitals shows that people prefer narrow specialists, as they appear to be professionals in their field, - claims Raisa Guslyakova. – General practitioners are good for countryside.
However all who were interviewed believe that there are too much reforms in public health service for such a short period of time.
