10/12/2004 The association of Medical Informational Ensuring

The Association of Medical Informational Ensuring (AMIE) was established on November 24, 2004 year in Moscow. When making a new association at least three goals are pursued: forming of the communicative environment among the members of the association, realization of the ideas, shared by the members of the association, the defense of the rights of the members of the very association.


The mission of the newborn association coincides with the realization of the idea of unified informational and informative environment of the public health service. Obviously, this structure will be only then effective, when all the employees of all the levels of public health service sense that the informational ensuring will do good, when modern informational technologies become integral part of their everyday lives. That’s why the AMIE must promote the application of these high technologies far and wide: from the medical attendant’s place to the very Ministry. Another important aspect is the increase of the working up level in the area of the informational-communicative technologies (ICT). Here AMIE can establish the norm of the quality of ICT-Systems, without observing which the very system will go bankrupt.


AMIE is supposed to help a doctor in treating his patients, a manager of a medical institution in his managerial activity, a headmaster of public health service in making up a system of helping people, forming healthy way of living, etc.

It means that the development of MIE is possible only in cooperation of professionals, connecting with public health service and of professionals, connecting with ICT. In this connection the AMIE serves as a kind of club, where these professionals can meet, discuss the problems and work out some solutions to them.


The formation of the modern public health service is impossible without it.

The “Russian Newspaper” publishes the bill of the Minister of Public Health Service and Social Development of the Russian Federation Michael Zurabov “About the ratification of the list of Medicines”.

It’s about the medicines which are absolutely necessary while rendering additional free medical aid, which is intended for people who have the right to get state social assistance (these are disabled veterans, the participants of the Great Patriotic War, the veterans of the war actions, persons rewarded with the breastplate “To the resident of blockade Leningrad”, people, who have been working during the period of the Great Patriotic War in particularly important places, the members of the dead disabled veterans, the family members of the people from the groups of self-defense of the emergency crews of the local air-raid killed during the Great Patriotic War, as well as the family members of the lost staff of hospitals in Leningrad; this list contains also invalids and disabled children).


We give almost full list of these people on purpose. The point is that the published bill is addressed to them and the great enumeration of medicines – more than 300 names – must be in presence while rendering these people free medical aid.
It’s reasonable to save this newspaper issue to let all those people know about their rights. Medical staff prescribing medicines and those, who provide the presence of the medicines mentioned in the list, ought to have the enumeration.
This list is obligatory in all regions and the absence of the included medicines will be strictly punished.

n/a The Ministry of health: there are more than 11 million disabled in Russia

The RIA “News” informs that there are about 11 million 400 thousand disabled in Russia. These facts were given by the representative of the department of social defense of the Ministry of Public Health Service and Social Development of Russia Valery Voevodin.


“The high degree of disablement among children still takes place. There are about 685 thousand invalids among children”, Voevodin claimed.


According to him the amount of disabled in Russia came to 4,7 million people, including 268 thousand disabled children.
Taking into consideration the program of replacing privileges for money that will occur in the year 2006 the principal criteria in defining the sum of the payments will become the degree of limitation of a person’s abilities.
According to Voevodin, beginning with the 2006 year people with the third – the hardest – form of disablement will get 1400 rubles monthly and those with the first form of disablement – 800 rubles; disabled children will receive 1000 rubles every month.


Voevodin stated that in the 2005 year cash facilities would be provided for additional medical equipment, facilities in sanatoria and health resorts as well as the fare to these places. This money will be taken at the expense of the budget.
In the next year The Eurocomission plans to start two great projects in Russia, connecting with the rehabilitation of the disabled. The sum to finance these projects will reach 8 million dollars.

The staying of patients in hospitals must not exceed more then 5 days, claimed the Minister of Public Health Service and Social Development Michael Zurabov on the meeting “About the realization of the social reform and replacing the privileges for money in the Russian Federation”, which took place on Wednesday in Ekaterinburg.


According to him, Russia should emulate Europe and the USA concerning this question, where the average resistibility of wearing out of medical equipment in medical institutions comes to 5 years.
Zurabov declares: “In spite of great cost of the equipment, one bed place works with such intensity that the equipment pays for itself easily. Our hospitals, in this case, can offer highly-technical service of the patients as well.”


Otherwise, according to the Minister, there is no other way to improve the vital statistics, to reduce mother- and infant- death rate, to increase the life interval.
Among the most urgent problems of the Russian public health service the Minister mentioned the inaccessibility of medicines for the majority of the population as well as the impossibility to get qualified facilities in sanatoria and health resorts.


n/a Pay-day will occur before the first of January. The pensioners will get their pensions beforehand, but the employees of budget organizations will be put before liabilities

Yesterday on the traditional meeting with the Cabinet Ministers the President of Russia Vladimir Putin appealed the government to provide the employees for all the payments, which were delayed, before the end of the very year. “I ask you and the Financial Ministry to pay all the liabilities, I want money to reach the people”, the President addressed himself to the vice-premier Alexander Zhukov.


The liabilities began to decrease rather rapidly. As the result they decreased up to one third. In December the Cabinet Ministers plan to clear off the residual 1,3 billion rubles. However, according to the vice-prime Alexander Zhukov, more than 70 regions of the Federation aren’t indebted to the noncommercial employees anymore. Nevertheless the Cabinet Ministers decided to find 6 billion rubles to render assistance to the regions and to pay off all debts concerning the payments.
- On the first of January there will exist no debts, - the vice-minister Zhukov assured the President.


- We were discussing the necessity of paying pensions at the beginning of the next year in the connection with the protracted New Year and Christmas holidays, - Vladimir Putin reminded The Minister of Public Health Service and Social Development Michael Zurabov of it.
It was supposed that 80 per cent of pensioners would get their pensions and benefits before the holidays. “Otherwise they risk to be deprived of this money”, stated the President.


During the final ten-day period the Superannuation Fund will have the right to transact the financing and payment of pensions and benefits to the citizens who get them during the first ten-day period of January.


The President interested in the implication of the Minister of Financing Alexey Kudrin in all these. But Zurabov stated that the Superannuation Fund would finance these obligations using the residual money, and during the first days of January The Minister of Financing will compensate the outlay.
