14/11/2005 November thesis of Mihail Zurabov



On November 11, the Minister of Healthcare and Social Development has visited Ulyanovsk.


Local government handed over new emergency cars to local medical institutions.


Zurabov noted that the previous healthcare system was made by finance manager that is why it is the most cost effective structure.


But this method leads to no result due to absence of the quality.
This time, he suggests a result-oriented program. And he wants to start with primary doctors – regional doctors and GP doctors (general practice). These doctors have to earn more than 15 thousand rubles per month (that is about 535 dollars).


Furthermore, we will see that our citizens need more treatment, than we have expected. And we will start to construct new medical centers in terms to provide 10 thousand surgical operations per year.

11/11/2005 Flu vaccine is included in the national calendar of vaccinations.



Mihail Zurabov announced that it is planned to include flu vaccine in the national calendar of vaccinations. The flu vaccine will be mandatory for the Russian citizens from the risk group. That is children who attend kinder gardens and schools, old people and some other categories of the citizens. It is said to vaccinate 24 million people next year. Earlier, the flu vaccine was held only on people’s wish.

10/11/2005 Life of those who had holidays.



This year, there are 900 thousand underprivileged people who had an opportunity to have a free ticket for a group tour. By the end of the year, the amount will exceed one million people. This sum is four times more than in 2004.


Mihail Zurabov plans to increase spending on a one-day-stay in the health centers. It is rather considerable step to spend more on those who would stay in the institutions.



Interestingly, that 46% of the underprivileged people have rejected to receive social package in 2006. Nevertheless, the program of preventive treatment will exist in the next year.

The deputies have known how good the monetization (that is rejecting social package and receiving money instead) of the privileges turned out.


The amount of the privileged people is 16, 092 by the 1st of October. 8% of the sum is veterans of the militant activity, 34% is invalids and 58% - other categories of the citizens.

Gennady Onischenko, the Chief Sanitary Officer of the Russian Federation, consider necessary carrying out an additional vaccination for children and teenagers against such infections as viral hepatitis B, rubella, poliomyelitis. This population group has not yet being covered entirely in Russia.

The main reason of the situation is insufficient funding on purchasing vaccines.
